Every connection is checked the moment a player joins. If the IP belongs to a VPN or proxy, or comes from a country, continent or network (ASN) you have blocked, the player is kicked before they ever load in.
One license covers every platform: install it on your proxy to protect the whole network, or directly on a single Paper server.
